Description of Network Openness

US Cable is committed to upholding the following interconnection, nondiscrimination and network management practices as follow:

  1. Acceptable Use Policy - Our Customers are entitled to access the lawful Internet content of their choice; are entitled to run applications and services of their choice, subject to the needs of law enforcement; are entitled to connect their choice of legal devices that do not harm the network; and are entitled to competition among network providers, application and service providers, and content providers.
  2. Network Management Practice - We employ, other than standard best efforts Internet delivery, caching and application-neutral bandwidth allocation to allocate capacity; limit usage; and employ spam filters to manage illegal or harmful content. These practices are subject to the needs of law enforcement and reasonable network management.
  3. Interconnection Practice – We commit to offering wholesale access to the project facilities, network components, and services such as wavelength or fibers at reasonable rates and terms, negotiate in good faith with all parties making a bona fide interconnection request terms such as business arrangements, capacity limits, financial terms, and technical conditions for interconnection and commit to binding private arbitration of disputes concerning interconnection obligations.
